Introduction

As Jansson writes, social policy is influenced by a variety of contextual factors. One of the most significant social policies informing our modern social state was the Elizabethan Poor Laws (or the English Poor Laws). However, before we discuss the rudiments of this policy, we must first examine the cultural social, economic, and political factors as well as the sequence of events that led to the development of this landmark policy. Many of these factors arise in the movement away from feudalism towards mercantilism and, eventually, capitalism.
